I came across this problem when I edited the tag's message, and then went and checked several userpages and the tag didn't show up. Any ideas on that?

Should be fine under the Help:Customisation Policy
“ | It's possible to change many aspects of the site using MediaWiki messages, including the wording on many features. We recommend against this, it's best to have a consistent and less confusing interface, but you may have wording tweaks that suit your specific wikia[sic] more closely. | „ |
@DEmerson This isn't a global tag in this instance. Editing the message on that MediaWiki page will only change the message on the wiki it's done on. However, the tag is no longer enabled. Why does this MediaWiki message page exist at all if it's a disabled feature? And how do I re-implement it without creating an entirely new UserTags section in my JS common, or will I just have to go do that? Thanks for your help so far!

Ah so it was something I misunderstood. What exactly are authenticated users? Do you have to e-mail confirm to be an authenticated user?
Nevermind, I just saw this http://community.wikia.com/wiki/Thread:556271
