Private Messages can't be moderated. We simply can't see them. If you have a problem in a PM - the only advice we can give is to block them.
This also means that you can feel free to talk about whatever you both want in PM, you're not under the same restrictions as the main chat (check with the other person that it's ok if it's a sensitive topic, or they might block you).

DefiantCreeper24: in general, it's best to just explain what in particular you want to report, and when it happened. If it's something that should be talked about privately, then it's best to use Special:Contact

I don't mean that this feature should be, but I mean that it would be cool if there were an update, were chat logs would be made an put in a page called Special:ChatLogs, and that this page was protected from everyone 24/7, with Private Messages in case of extreme necessity that could only be reached by Helpers or Staff. See what I mean?

I think a lot of users have the reasonable expectation of what they say in a private message is a message to another person and won't be seen by anyone else unless it's shared by that other person. I'd personally be very wary of changing that. For example - I could be discussing personal topics with a friend - perhaps something I don't want anyone but that friend to see. I wouldn't want conversations like that to be logged under any circumstance - even if it were never looked at again.
As Sannse says, sometimes you have to be responsible for your experience on the site, consider a private message to be your own private chat room where if you don't want to talk to that person any more, you can block them.
As for public chatlogs, I don't think they are really something we should have across Wikia either. For a discussion of why, please see this article
The first words of http://www.wikia.com/Licensing are "Except where otherwise specified", and I can't find where it is otherwise specified for the Chat.
The chat may be an exception, but I cannot find anywhere that states it is.

Hopefully, one day, admins will be given the ability to split interesting offtopic comments into a new forum thread.
edit: While it is indeed possible to perform a "pseudo-split" by importing revisions to a talk page, this is rather complicated and time consuming, and in any case cannot be done for Message Walls, although I've been requested this ability since Message Wall was introduced.
Wait a minute Ransom. You just gave me an idea. Why not add a feature where you could share unneeded private messages to the present administrators on the chat, so that they can be reported? That would help a lot, I think. Maybe. Completely not.

I can see why 2 would be convenient, but I honestly don't know. I'd guess you could ask Wikia, it might be that no-one's really thought of it, or they thought "we'll cross that bridge if we come to it"
