It appears that the "plainlinks" class isn't working on UCP wikis, and that it adds the external link icon even to links to the same wiki when they use the full URL form. I'm not sure if that's an intentional design decision or a mistake. However, to redefine the plainlinks class:
.mw-parser-output .plainlinks a.external::after { display:none; }.
To remover the icon from all links:
.mw-parser-output a.external::after { display:none; }.
Note: I'm not exactly sure if doing so for all links is not a problem with the Customization policy. If you want to make sure, you'll have to ask Fandom staff via Special:Contact
UCP doesn't use the after pseudo element but instead inserts the image into the link itself. Here is how you hide it on a UCP wiki.
.mw-parser-output a.external { background-image: none; padding-right: 0; }

Makes sense. I'm pretty sure that the icon appearing on full URL links to the Fandom domain is new too (even links to the page itself with ?action=purge get it now). Possibly the class="plainlinks" not working is new too. That's probably one of the drawbacks of a system under development.
