We have several gadgets enabled such as mass rename, mass redirect, batch delete, etc. but one of our admins cannot access any of them.
We've tried disabling addons, changing browser, incognito mode, checking that he has his role added correctly, using his alt account that also has admin and checking there, nothing seems to work. Do you have any idea why this might be and how we can solve this problem?

The role-specific scripts are loaded via a custom script which checks the usergroup a user belongs to. So non-admins would not be able to check if it is working properly since, if it was, they wouldn't see any of them anyways.
It is a gadget available to all users but its purpose is to check the permissions of the current user and load additional scripts accordingly. Users who do not have the necessary permissions and those who do but have disabled the gadget won't have the additional scripts loaded for them.
I see, I've never seen Gadgets used this way. This explains the problem. Specter Elite is only a sysop and doesn't have any of the other roles, so they will only get the 4 functions at the bottom. However, it doesn't explain how GrammarMatters gets those extra functions, since they shouldn't see them either.
Well, the issue shouldn't be the script itself as it works for other users. What browsers did they try and which versions of those browsers? Also, is it possible that they disabled JS in the browser settings and/or have other anti-virus/online protection software other than add-ons that may be blocking the JS? Do they have they Gadget enabled? I am not sure if this makes a difference but perhaps Gadgets needs personal JS to be enabled?
Gadgets and personal JS were enabled, firefox and chrome were tried in both regular and incognito. Browser was also reinstalled and add-ons disabled. I don't know about JS in the browser settings, I'll ask about that.
