Which user are you talking about, specifically? If this user is an admin on a wiki where you've been editing, you'll need to figure this out with them directly, or with another admin on that same wiki. Admins get to make the rules on their wiki, and if they consider something you did as harassment, they have the right to block you - even if it feels unfair to you.

The admin has given another reason for your block, and since I'm not a member of your community and not familiar with what's happening there day to day, I'm in no position to judge whether this was unfair or a sensible consequence to anything you did.
Your best bet is to contact other admins of the community - assuming you've already tried to appeal your block with B1bl1kal and they didn't respond. If they agree the block was justified and don't want to unblock you, there's nothing you can do except accept it and move on for now.
