Someone probably should but the only ones who can close/merge a wiki are Fandom Staff. You should contact them.
Why? There are a lot of other topics that have duplicate wikis. There are way more than two wikis about Thomas the Tank Engine. If you want to know which was is "original", I think the answer is obvious. The first wiki you linked to:

Then the second one should be closed? However, I'd disagree with your last point since ttt is a way better subdomain name.

Not sure what I'd specifically would be requesting of them. To close one of the wikis?
You aren't the creator of either wiki, so you can't request for one to be closed. Also, in order for a merge to take place, both communities must discuss and agree on the merge.
If one of the wiki's is inactive, then that could be a slightly different story. See Help:Merging communities#When to merge.
Why is "ttt" a better domain? What does it stand for? "Timmy's Times Tables", "The Tank Town", "Tiny Tower Time", etc.? The only reason it is obvious to you is because you already know what the wiki is about.
