While Discussions is intended as a complete replacement for Forums, there are no plans to replace them here yet.

If I recall correctly, Wikia staff said they are halting the conversion process until Discussions is developed further. So it will be converted at some point, we just don't know when. Individual wikis can request conversion if they want.

Community Central and Dev are special cases as they really need wikitext rendering to be useful. Discussions will probably never have wikitext rendering, so these forums will be around until wikitext is no longer the base markup for most FANDOM wikis.

If FANDOM decides to remove wikitext supporting forums in favor of Discussions just to do it, that is the day I stop helping on CC.

Well, whatever is going to happen, apparently we will know by mid-January. That is the new date for converting all Forum to either Discussions or wiki-style forums.
