People from the EEA have to be 16, per GDPR.
As per ToU, people from the UK would be able (and allowed) to create an account aged 13 though.

Seems you are correct about that. But depending on how the user is connecting, I could see them easily still being caught up because of their IP address. Wikia has to guess your location based on your IP address. So if you are using an IP address associated with the EEA, the EEA restrictions apply.
Since Wikia is based in the US, they may be using IANA to get IP address information; then they may not know the exact country you are connecting from. I checked IANA's database for the IP address and it returns the owning entity as RIPE NCC; which is an entity associated broadly with Europe and western Asia. Since RIPE NCC is based in the Netherlands, Wikia may be simply applying GDPR policies to all of their IP addresses. Although, a search of RIPE NCC's database clearly shows the IP address as being from the UK.
