No, you can't customize global nav bar site-widely. But you can edit global nav bar personally.
Yes, you can. As an admin on the site you are working on, edit the page "Mediawiki:Wiki-navigation" to change the layout of the dropdown links. You can read more info on how to style it here

Edit your wiki's Mediawiki:Wiki-navigation and add whatever content you like. The dropdown header is specified with one asterisk, the dropdown menu is specified with two asterisks, and submenus are specified with three. Links do not have to be enclosed in brackets either. You can type Mediawiki:Wiki-navigation in the search bar on this wiki and view the source code to see how it's done
