You could achieve something similar with new page patrolling which is enabled by default (it's recent changes patrolling that has to be enabled, which you don't need for that). When someone creates a page, it'll be marked as unpatrolled. You can view all unpatrolled pages using Special:NewPages, by selecting "Hide patrolled edits" or looking for yellow entries. Then you mark the page as patrolled using a link below the article. You have to keep in mind that users with autopatrol right (admins, content mods etc.) will have pages created by them marked as patrolled on creation.
One drawback is that there's no (easy) way to put a notice on top of the page that it isn't patrolled. Only the "[Mark this page as patrolled]" link below the article will show for them (to ones that can mark – patrol right). Depends if you really need a notice, or a list of unreviewed pages is enough.
