I don't think it is supported. To check, you can look at Special:Version. I don't see it there. Do you know what extension it is from?
Edit:
On second thought, maybe DPL could get the job done? That is, assuming you cannot use onlyinclude for some odd reason. DPL would cost more computationally. I haven't tried it though so no promises.
{{#section-h:PAGENAME|SECTIONNAME}} is from Extension:LabeledSectionTransclusion and my tests on my sandbox here showed that it didn't work.

@Andrwds1021, using DPL seems to be more complicated than the effort is worth at this time.

Oh, I didn't realize LabeledSectionTransclusion was in the list of extensions whose installing Wikia supports, I've never really seen it in action... But if you ever needed something more advanced, you could also ask Staff to enable DPL.
Interesting fact: DPL's include
parameter is based on the idea of LabeledSectionTransclusion.
