You can only change emails if you're signed into the account. You can't directly change your registered email without being signed into the account, but you can try to contact Fandom Staff as mentioned above, and ask them for help.
(They prefer you use that contact form rather than here on their message walls, so they can transfer it to the appropriate Staff member, and it's also better to discuss such things privately anyhow.)
Hi its me BrandonDarkOne47, I know sockpuppeting is wrng but you guys blocked me across FANDOM Wiki for no apperant reason. I don't know what got me blocked, or what did I do that got blocked acorss FANDOM. It started when one of my friends, WeirdWojak, got blocked across FANDOM Wiki for unknown reasons and as soon as he contacted me through sockpuppeting I got blocked. Like what the heck how did that happen? So can I be unblocked please? Because again I don't know what I did that got me ban.

He'll get alerted on any wiki he visits on this site, so he won't miss the notification.
He can demote himself. It's the easiest option, to be honest.
He cannot just be demoted; it would need him to be inactive for 12 months, or a community consensus . . . you would need to start a Discuss/Forum post asking for his removal, leaving it - I believe - 7 days for people to reply saying if they agree or disagree. Then Fandom will see the community wants him removed, and then possibly remove him.

If they don't check the wiki often, there is no harm in allowing the right to remain with them, right? Nothing bad is happening with it. Like there's no need to take a person's drivers license away if they're out of the country (etc) and not even using their car.
Staff will ask for a link to the community discussion where it was decided by the community to remove the rights.
Removing bureaucrats is not an easy thing. This is why when promoting them there is a note that they cannot be removed. Only by Staff or the user voluntarily demoting themself.
And inactivity is not a good reason for removal either. Staff often waits at least a year, maybe longer. Though as noted, the bureaucrat in question can remove themselves anytime.
So unless they violate ToU (link at bottom of every page), it needs to be by a community consensus to remove them. If you haven't yet had such a discussion (no polls), you should start one and let it run at least 7 days. Then provide a link (no screenshots) when you contact Fandom Staff to report it.
If he's retired, tell him to demote himself and wait for him to do that (he's still logging on, just not as much as you'd like, and he could be active on other wikis or logging in generally, so he could still see your message).
If not, ask the community for his removal as outlined.
If not, wait for him to be inactive for a year and ask Fandom due to his inactivity.
Nothing more to be said. Fandom won't just denote him as you asked, because you consider him inactive and he's made a blog post about stepping down. They'll likely just tell you exactly what's been said in this thread. Robin is an admin: listen to them.
Then wait the seven days and send Fandom the link to the community discussion. Fair warning, you're breaking ToU by being on this site while only eleven; even if he gets demoted, you can't be promoted in his place.
This user [] keeps accusing me of vandalism even though I haven't and keeps adding false slanderous messages to my talk page, and the admin on the wiki will not help me out. The admin said that abusive messages can be removed, which is what I am trying to do, but so far he has been little help. Could you please get this user to stop harassing me?
