For most mainspace pages of a wiki you're right, but a user page is personal and unless they abuse it the only one who should have the right to edit a userpage is the actual user that userpage belongs to.
Not to mention Jimbo Wales is literally the co-founder of Wikipedia. It makes sense his userpage would be protected to avoid vandalism.
Its probably better to keep the protection of Jimbo Wales' userpage.
On wikipedia, its fine as his userpage and talk page are open to everyone. They are free to edit because others will revert and clean up vandalism. On wikia, not everyone pays attention to it, and it would be left for times without cleanup. Thus, the userpage would be best to kept protected.

You will get a reply in 2-3 business days. Note that Jimmy Wales is no longer involved in Wikia, and asking him on his message wall is no use. As you can see, it went overlooked by everyone for five days.
Hello Jimbo Wales, This is Mapower211 and I must tell you, a mini-wiki site called Scratchpad is run by an administrator named SpikeToronto. I just knew that SpikeToronto just went ahead and blocked users for short periods of time. I want you to close down the Scratchpad wiki now. This means I will not go there anymore.
Mr. Wales, this is an important issue regarding Net Neutrality. http://www.usatoday.com/story/tech/2014/05/15/fcc-net-neutrality-rules/9116157/. This is a big concern for net neutrality proponents who fear that ISPs would use the new rules to justify discriminating against content providers who are reluctant or can't afford to pay for faster lanes and I think you and Wikipedia should be too. You might want to take action as quick as possible, along with all of the other sites.
I did report it, and then emailed a Wikia staff, and haven't gotten a response, and its still there.

The content is about pornography, so does that count as pornographic? Does it encourage criminal conduct by glorifying rape, showing the rape victim will enjoy it and have no negative effects afterwards from the attack? If y'all don't mind a few thoughts from an experienced Sex & Relationship Therapist, mother, wife, rape survivor, and admittedly a fan of animé in general including this one… The Bible Black wiki IMO is handled in a clinical fashion with language and phrasing which would be found on any police report or court transcript. Posted images do not reveal or show anything worse than can be seen on (dating myself here) any episode of Baywatch or similar shows found on TV.
It is *behind* a Warning Placard Page requiring a user to click agreement to finding potentially offensive material in order to enter. So it cannot be encountered by casual visitors. To have complain after having Agreed, Entered, and explored enough to find a page about a specific scene is like entering a bar opening advertising exotic dancers and liquor and being shocked there are half-naked women and booze inside.
If you are not logged in, then you get that warning. Does it appear for logged in wikia users? I don't remember seeing it, but I might have. Anyway, you see something like that, and you search for the word "rape" to see if any inappropriate content is there, Imari Rape Scene is the first thing that pops up.
I had a page on my Gantz wikia, which didn't show images or list the level of detail this other wikia gets away with, but was deemed inappropriate and deleted. http://gantz.wikia.com/wiki/List_of_Gantz_manga_featuring_sex_or_nudity Nothing that would encourage criminal behavior of course. Doesn't glorify rape, just mentions the moral aspect of Japanese society whether to not get involved, or would they rush to help someone in trouble.
