Some "messages" seem to be general while others are language specific[]

I am writing on this discussion page because of a problem I met and discussed here. I feel that there is something that needs to be added here but I'm sure how to write them clearly.

As an admin of a wiki in Chinese, I was trying to add some links with preload templates to the welcome text of editing new pages and found that the welcome text just stayed the same. It turns out that Newarticletext only works for users using the language of the wiki, and my UI language happens to be set as English.

In this way, the behavior of different system messages is different when applying to users of different languages. Some system messages, like "Common.css" seem to be able to work for all users regardless of their language settings, while others need the help of their language subpages (e.g. mediawiki:Newarticletext/en) to work for users of different languages.

I also add a request on the talk page of Help:System messages/whitelist for the subpages which are currently not available by admins. DDElephant (talk) 05:20, 14 May 2021 (UTC)

Thanks for sending in a support ticket about this - we'll reply to that shortly. -- Kirkburn (talk) 14:04, 14 May 2021 (UTC)
