Hello! I was thinking of a kind of bureaucrat, who has the full Special:Userrights, but only for his wikia. This is useful for popular wiki's with a large community, so it is not default if a new wikia is made.

I think this needs a name, but I can't find a good one ...

This will never happen, it is not safe. Special:Userrights allows a user to change all tags. Wikia runs on a shared user database and the Staff flag is global. Allowing any Bureaucrat anywhere to access Special:Userrights would allow a user to give themselves the Staff flag, then come to central, use CheckUser, LookupContribs, Mess with the Interwiki Map and Spam Blacklist, globally block and unblock users, and remove administrator privileges on any Wikia wiki and give the vandals the administrator powers. So no user will EVER be able to use Special:Userrights anywhere.
