Strike Force Kobra were enemies of the Outsiders.
History
Kobra set up the Strike Force with new villains based on Batman's more obscure villains. He first used them in an attack on a Stagg Enterprises facility. The Strike Force was defeated and arrested, though Clayface escaped and Spectrumonster was destroyed.
Lady Eve later set up a new Strike Force with villains to specifically counter the Outsiders. There was a brief battle, which ended in defeat and the death of Syonide. Lady Eve was arrested and the team disbanded.
