Kushti was a member of the Circus of Strange.
History
After Mister Toad was apprehended by the Gotham City Police Department, Kushti and a couple more members of the Circus of Strange where dispatched to seemingly rescue him. The triplets were defeated and arrested by the new Batman.

Powers
Siamese Triplets: Kushti is not one person, but three back to back. Their shoulder blades seem to be fused together as well as possibly their spines, limiting their movements somewhat. The triplets are hard to surprise, and each has functional arms and legs. The Kushti is basically a three-man army.
