Yes you're right. I messed up the formatting in the initial question. The way I'm doing it is:
{{w:template-name}}
and use <pre></pre> or nowiki and /nowiki (with <>) to write code without it taking effect

You could possibly import the template by using Special:Import and Special:Export on the wiki that you want the template to be used on

Instead, just copy the template source to your wiki that way each call to it does not also have to call to Community Central.

depends on the template, if you're talking about Template:Quote then yeah, just copy it to the wiki, but if you're talking about an interwiki template, then its fine to transclude it from Community Central.
You would use: {{raw:w:Quote}}
in order to prevent displaying the documentation.
this should work. i have retranslated all the original parameters. feel free to remove the unnedeed ones (they might behave weirdly with scary transclusion).
