People keep posting inappropriate comments and i wanna know if there is a way i can stop it without having to block people or getting rid of the comment section.

You're probably best off just deleting the inappropriate comments and blocking the offending users if they persist. Disabling editing for contributors is usually only done on specific wikis for reasons unrelated to your dilemma.
If you want, you could also disable comments and then use talk pages, which can be protected so that only registered users can edit them. That would be tedious though, and blocking the users would probably be less work.
Plus, long term protection of a large number of pages is against Wikia policy.

Protecting all the talk pages is a lot of work. If the wiki has a long history of vandalism/spam Wikia staff will protect it normally. Blocking all the bad users is not always the best option; it's much work and not a nice thing to do.
http://alternate-future.wikia.com was attacked by several Bronx IPs a while back filling the pages with the word "Lego" and someone using a proxy-server in a resent spate of vandalism. They were mostly blocked.

Yeah, I said that. As for blocking them, it appears to be the best thing to do in this situation. I know how much work it is, trust me.

Any Javascript used for access restriction can be bypassed by an user who chooses to disable it.
Once this gets merged, though, Staff will be able to restrict commenting rights based on user rights, something the current setup is unable to provide.
