In my opinion, no. Punishments will only lead to more problems. Talk it out and see if the two can make a compromise that works for everyone. There are various blog posts regarding how to handle blocks and 'bad' admins.

Thanks. Someone at my wiki is blocking everyone infinitely for every “bad” thing we do except his friend that hates me and writes false info about me. If anything, it wasn’t for no reason.
FYI, admins can unblock themselves anyways. In order to actually block an admin, their admin status must first be removed; which required bureaucrat status (or can be done by staff).
