I recently made someone a content mod in my wikia. However, he can't edit any protected pages. I've read in the help that they can edit protected pages. Is there anything I could do to let them edit protected pages?

Content moderators should be able to edit protected pages, at least as far as I know on older wikis. If your wiki is new, you could check Special:ListGroupRights on that wiki to see if content moderators have the (protect)
right. (You could also check that on older wikis as well though.)
I checked the page in my wiki, and they do have that right. They say they can change protection, but they can't edit protected pages that are locked to admins. Do they have different conditions to set protection?

right, which content moderators don't have (even though you could still check that). You could contact staff to see if it is possible to let them have that right, but there are no guarantees.
Are you saying admin's can't edit the pages or that there are some pages admins can edit that content mods can't? Even on the legacy platform, there are pages that admins can edit but content mods can't. That is just part of the permissions structure. Which page are they trying to change?
The content mod is trying to access the pages which can only be accessed by admins, but they can't access them and can only change the protection of unprotected pages
This seems like something an unintentional mistake on Fandom's part. It would be good if you can send a bug ticket to Staff and report the issue.
