Policy aside, Fandom has an extension that makes it so that some global groups (like staff and vstf) can't be blocked, which shows up as the unblockable right as mentioned above.
Also, you're allowed to block anyone for any reason as long as it doesn't violate ToU (or the wiki's local policy if they have one). If a block goes against the ToU then you can report it to staff via Special:Contact and they're deal with it.

I can imagine Helpers being unblockable on their language, but on EN too? Many IVT like myself are just regular users onEN wikis, feels unfair to admins to be unblockable.

Yes but since you are a helper it would be a lot of work to make it so you can be unblockable on just non-EN wikis. Besides, being a helper takes a lot of trust from staff and they dont give it to just anyone, so its more of a trust thing.

Hm, Fandom might be able to make it so that the right is only there if its the IVT's language, but then you have to worry about keeping track of everyone's language.

To attempt to block anyone with a global user group tag is simply shortsighted.
Staff never get blocked. They have powers to block any user to hijack the block times and more, but it is just Fandom can't be blocked.
It isn't possible to block Staff, Wiki Managers, Content Team Members, Fandom Helpers, or VSTF. However if a user was blocked prior to receiving Staff, WM, CTM, or Helper rights, they can unblock themselves once they receive those rights.
