It's not really a problem. A fix for a broken redirect has existed for just as long as redirects have existed.
Click edit, change the link to the new pagename. Or delete the redirect, if the target was deleted.
I found out that adding the tag functions STATICREDIRECT, FORCETOC, NONEWSECTIONLINK, NOTOC and NOEDITSECTION actually causes the page to not redirect at all. So I thought if I remove those tags and add the redirect code at the top, then it would work. Then it turned out I was right. Also the issue will persist if you have 3 or more pages redirecting to a page. Move Page tends to resolve that.
If you add something that breaks a redirect and then remove it, does that really count as a fix?
You're overthinking it.
eactivate wpForo and activate it again, this allow to restore page ID. Please don’t use the Uninstall button, this will remove all data, only use the Deactivate / Activate buttons.
As I can see from your URL you want to turn WordPress to Stand-alone forum?
wpForo allows to turn WordPress to wpForo. There are many advantages, the most popular case when people use this option is this:
1. They install wpForo in a subdomain for example forum.example.com
2. Then enable the “Turn WordPress to wpForo” option to remove /community/ slug and the forum URLs starts right after domain name, for example forum.example.com/news
3. Then add Forum menu in the main menu of the main website example.com with forum.example.com URL.

A broken redirect really is "a name directs to a non-existing page".
