So I want to create a wiki, and I found that it did exist at one point, but was recently closed. Do I need to wait until that URL becomes available again, or do I need to go through the adoption process even though it is closed?

From what I know, you are free to recreate a wiki that has been closed. You should let Fandom Staff know of your plans in case you need assistance.

Okay, good to know. When I go to "Start a Wiki" and enter it in, it won't let me continue because "the wiki already exists". Do I just need to wait for that to end?
Urls of closed wikis do not just become available again. They remain, which is why you end up at the "Closed Wiki" page. At best, if there is something special about the URL, you can contact Fandom Staff to request it be redirected to your new wiki.
It would be wise to ask Staff *why* the older wiki was closed before just trying to "remake" it, if for no other reason as to learn what not to do to get your new one closed as well…
Sometimes, to recrate one, just change the addreas but not the name.

Well Andrewds1021 is right about that.
I guess another way to reopen one is to contact other admins via talking to them on open wikis they are contributing to.

That is strange; I created a wiki about IFTTT ("if this, then that" — a protocol to help automation of houses, and pronounced like "gift" without the "g"); it was deleted after only about 8 months because of inactivity, and possibly because it was sparse; but there is also the the Hexen Wiki, which is just as sparse and has been inactive far longer (it includes a spam which was posted 9 years ago, and which was reported shortly afterward, but which has never been dealt with) and that wiki is still standing.
