Unfortunately shared or dynamic IP addresses are always an issue. While we do our best to try to avoid affecting innocent users, it is hard to determine whether a given IP address is dynamic or not, or we might be forced to do it due to persistent abuse. In any case, this IP was blocked in September and doesn't seem to have been abused since, so hopefully it should be OK. If it does get abused, we'll try to prioritize local blocks if possible to minimize impact.
