Any other information: I have been given permission to submit the request a day early, as the site is under spam attacks. The community has been overrun, and the only edit the admin listed above has made was creating the wiki. The wiki is highly trafficked, and has nothing to show for it. I am able to turn that around, but need to be able to add in favicons, wordmarks, css, protects, and ban spammers.
