^ I know what an IP is and your answers are very helpful! :) But do you know if a user that is IP blocked deletes their account, are all their other accounts using the same IP still blocked? Or are their accounts that use the same IP now unblocked because the original account that was IP blocked is deactivated?
If a user is IP blocked from a wiki and they delete their account that is IP blocked, are other accounts they have stilled blocked or not (since the original account that was blocked is now deleted)?
Also, who can IP block? Is it only for bureaucrats, or maybe even specific wikis? Does a wiki have to have a certain level a publication to earn IP blocking?
