Regarding message deletion, maybe only admins can view that message like a deleted staff warning.
A friend who is both a content moderator and a thread moderator told me about it. A person named Xyz received a "deleting staff warnings" because Xyz deleted the warning messages on his wall, but my friend said that she couldnt see the deleted warnings.
But maybe she couldnt see it 'cause they had been deleted in the past (3 years had passed since that "deleting staff warnings" warning messages).
As for restrict, it does not allow normal users, those who are only thread moderators are also considered normal users, to move too many pages/files at once to prevent vandalism. It usually gives a waiting period and you can start moving again when the period is over.
Sysops and content moderators are exempt from this restriction (locally) and most global rights are probably exempt from restriction (I've never seen anyone with global user rights so far so I'm not sure about that though).

Today I received this a notification from Among Us Wiki. The problem is that I have only made 3 edits on Among Us wiki, and while 2 of those 3 edits are my thoughts that I wrote on an application form (1 of which I wrote a thought but forgot to sign and signed in the 2nd edit), 1 belongs to my page.
This happened due to a small sign error. You should put minus signs instead of plus signs. Looking at the rest of the code, I think you added a plus sign by mistake.
Just add /sandbox at the end of your profile page url on that wiki you're on. E.g=

wiki says max 500kb, but I saw that some users have 4 or 5 MB size gifs in their profile photos
