I've spoken to the FANDOM staff about this and they have confirmed that accounts that are global ban infinite will be disabling after some time.
Some wikis don´t allow users with new accounts to post until 96 hours after the account creation passed.
After this 96 hours writing comments is possible.
Unfortunately, it also happens that Users abusing the Comment editing function to bully other Users and cause Chaos.
Fortunately, the FANDOM Staff can see this, but imagine that Comments that are a Year or even older can still be edited.
A check for Spam and Troll posts would then simply no longer be possible because too many posts/edits would show up.
I would also like to edit old Comments from me if I see a misspelling etc. but the risk that bad Users cause damage is simply to big.
The Glitch currently appears in several Wikis but the FANDOM Staff is already taking care of it.

I agree the best way to block a Bureaucrat because they break the Rules is to contact FANDOM Staff.
And I would suggest a ticket to avoid more Drama.
I am not sure but think the reason why you cannot delete your Comments yourself is probably because doing so could break the flow of the discussion and could also be abused by Trolls.
However, you can report improvement suggestions for FANDOM to the Staff at any time with this ticket.
The User is now globally blocked but please next time report such Users to the FANDOM Staff here and not on Community Central discussions.
If a Bureaucrat block a other Bureaucrat for breaking the Rules and the blocked Bureaucrat then unblocks himself, he is abusing his rights and FANDOM staff will intervene. Speak from experience.
There are no "Wiki Owners", FANDOM is for everyone and Bureaucrats etc. don´t own wikis but if there are serious rule violations, FANDOM staff will intervene and remove their rights and/or block them globally.
Being a bureaucrat etc. does not mean that you can do what you want and abuse of these rights have consequences.
Also don't know how someone can send death threats to another user, that's really the worst, but the whole thing should be reported to the FANDOM staff immediately and as the other user wrote with links to this cruel Posts - they will take care of this situation quickly.
Even if the post is deleted or edited the User who was added still get the ping in his notifications but only can read the Post/Message Title.
That happen to me once as a Troll wrote to me, he even got global blocked and his Message deleted but I still got the ping.

It is not the first time that Admins abuse their power and block innocent users in a wiki for fun or in childish revenge.

Yes, it is possible to protect pages so that only admins can edit them, but I don't know if is it possible to do this to the full wiki.
There is the option that only registered users can edit, which often helps against trolls and vandalism and like the other users wrote FANDOM means that all Users should able and help to edit therefore I would not lock everything.
In case Spam or Vandalism occurs you can contact SOAP at any time.
Staff means the employees of FANDOM and Trolls and duplicate wikis should be report to them.

Without a link to the wiki it is difficult to help, but some wikis are so protected that new accounts cannot comment/edit this is an protection against trolls and vandalism and maybe this wiki have it now too.
@Veggies Alt True I am active there but it´s not what I write about so be careful with such wrong accusations that can make a lot drama.
@Pafton Once I've reported a voted out bureaucrat to the FANDOM staff and the rights were removed afterwards even I have no rights on the Wiki so that should be no Problem but what I ask if FANDOM Staff can be active themself from alone without report.
