No. It still does depend on what other wikis allow. Even if the actual limit is set by fandom, some wikis might ask you to not post things that are too long.

I want to have something a bit spicy as my pfp (profile pic) but I'm not sure if that's allowed and I dont want to miss out on a opportunity if it turns out that it is allowed. I also want to know if someone smoking a cigarette would be allowed as a profile picture. If you have a link to a page that gives me info on what I can and can't do (in terms of profile pictures) then thats great too because I tried looking for that and failed. However I mostly would prefer a summary.
This may seem like a joke but I just don't want to get perma-blocked for the most simple reason.

1-how much of the character has to be covered or uncovered for it to be appropriate or inappropriate
2- does fandom actually perma block you for this reason alone
3- what if I had a pfp on a wiki that allows it but then the fandom staff bro saw me on community central
4- are certain characters such as villains that have committed extreme crimes like assault allowed as a pfp
5- what if the pfp was a word that has a good meaning in one country but a bad meaning in another country??
6- what if the pfp is two people kissing (such as princess Tiana kissing the frog)
7- are matching pfps ( the act of two users having one half of the same picture, symbolizing that they're(the two users) are in a relationship) allowed?
