Keep in mind SOAP only deal with advertisement spam, and not users spamming nonsense or off-topic things in discussions.
Usually people don't get global blocked for no reason, it's just that you don't know what they did to get blocked. If the user in question wants to appeal their block, they themselves can do so here
On this wiki, there is abuse filter enabled, which will automatically block people who try to make spam/vandalism edits. There are certain blacklisted words as well as editing styles (such as large removal of content) that will trigger this filter. The filter is generally managed by CC admins as well as SOAP.

Doesn't it? Maybe if only one or two pages were copied, then no, it wouldn't but if most of the content in one wiki derives from another like the OT said (which implies the wikis are about similar topics), I thought it would be a duplicate.

I think Andrewds is correct. To SOAP, this would be a content issue as most SOAP members would be in no place to judge whether the voice actors they added are really confirmed or not since they most likely don't have intimate knowledge about the topic at hand. I would suggest reaching out to local admins, or if they are inactive, Fandom Staff.
SOAP do clean up NSFW so yes. Besides, this user is a known global sock an SOAP usually deal with those too.
Note that in the future, in cases of mass vandalism, you can ping SOAP using the !soap command on the F/G Discord Server so that they can deal with it ASAP.

You would need to have lots of experience and be trusted by staff and the community to join the IVT for sure, but I don’t think there are any specific requirements in terms of account age (though I could be wrong here)
