Those social media websites literally don’t enforce that due to certain features that involve privacy and some other things as they do have a age restriction option (optional) if memory serves me correctly.
In any case, I seriously doubt that social media unlike Wikia has any age restriction policies while here it is a bit more clear in Terms of Use in that regard.
If there is any users under the age of 13, I would likely consider the possibility of the parent supervising them in some ways.
It is possible for someone to reopen a thread if it was someone’s message wall.
In Forums though, only a mod and admin are able to do that I think.

Isn't the background is pretty much a image you can change the resolution with? If we talking about PC Background Pic which is by default of the original width x height of that image.

In any case, it seems you having a hard time understanding the point I making is that Height is mentioned in the form of the Height x Width in pixel dimensions which not everyone is aware of that term.

If you don't have a registered account or make a account with Fandom via the sign up form, then you can not edit, change, or even log in or out as a result of not making a account on the Fandom site or any local wikia site for that matter.
Let me put it in another way that is simple and easy to understand.
900x1200 is the combination of Height x Width in pixels, which is something the help page has listed.

Not necessarily as I don't recall many sites enforcing the COPPA that strictly. Only Fandom so far, but there are certain loopholes that could bypass this regulation in a theoretical scenario.
It got into depth about pixal scaling as while the width has been mentioned, the height is still mentioned elsewhere. Specifically the Help:Theme Designer as you need to know the basics of how to edit a image including how to adjust the size of the image. This also applies to reducing the size of the image or increasing the size of the image.
In this case, only the width has been mentioned which is true in the background page, but the height is scaled to the width IIRC as this is the general basic info on how to change the size of a image.
Fandom being similar to Facebook is not a good comparsion since Fandom has their own Terms of Use
