At this time, admins are free to block for any reason, including no reason.
Your best option is to contact the blocking admin to open a dialog about what exactly is it they are blocking you for and how to get unblocked. Contact them once, be patient for them to reply *IF* they are going to. Understand that No Answer is AN answer. You might have to find another wiki to contribute to until you're unblocked.
Community Central is a wiki for the help and growth of wikis in general and not for specific topics from wikis.
The makers of the Spaceflight Simulator Game are unlikely to read this message. You would be better serve to inquire about contacting them through any wiki about SFS.

No. FANDOM Staff does NOT accept polls. They can be manipulated and the instructions are specifically "No Polls".
Let's understand something. FANDOM does not state that alternate accounts are not allowed. Many of Staff maintain alternate accounts for varied purposes. For testing different conditionals. To have private editing sessions without being asked for help. Accounts for spouses and or children so each can edit with their own identities. For business users to be On the Clock and Off the Clock, etc. To "lock out" accounts which are similar to your main one.
In short, a user can have hundreds of accounts so long as none are causing problems. Not sure why, and *I* certainly haven't the time or energy to invest in such activity myself, but against FANDOM rules, it is not, even though MANY admins and wikis think otherwise.
Admins mayto request IP checks of users, but only if there is reasonable cause. For the sake of privacy and legalities, very little personal information from such checks can be shared. Basically "they are or are not the same".
Tak a page which is formatted the way it is felt other pages should emulate, and start listing each part as a rule.
Look at some of the older, larger wikis and check if they have MoS and copy what works for you. Be sure to give credit to each part of your MoS which is based upon another's MoS.

Fandom already has your Email from when you registered. That the form asks for it is so FANDOM can double check. If you cannot trust FANDOM Staff, then you truly have no recourse.
The fact is, currently Staff rarely intervenes with local blocks because local Admins have the right to block for any reason, including No Reason. A Staff blog has said that may change in the future, but right now, that's how it is.

Community Central message wall can be used to appeal a block if you no longer can use them on the wikis you're banned on. Basically, when blocked, check if you can use the local message wall or for older wikis, your user_talk. Generally, if you don't see "cannot use own message wall" in your block message, they should be open to you (might have to wait 24 hours for auto-IP block to pass). But if blocked, the CCwalls of members can be used.

Who People? Community Central is a wiki about wikis for wikis. We are not about any one particular franchise or topic, but exist to help other wikis improve.
I suspect you want to address your opinions to members of the DC wiki. Or a Supergirl wiki, or the Arrowverse wiki, or perhaps one of the many CW wikis.

Personally, if I wanted to do what you're looking to do, I'd use Preset pages so when starting a new page, I select one with the NOTOC coding already in place. Just like the preset page with Placeholders. Then IF I want to have a TOC on that page, at time of Create New Page, I'd just erase the coding.
Haya! No, I'm sorry but that is a violation of Wiki Creation Policy. Basically, all wikis are open to all for editing, while what you're asking is to make a wiki *private* and that is not allowed on FANDOM.
That said, if your wiki is relatively new, it probably has not been found by any search-bots and therefore not searchable. So chances are the only ones who'll be casually visiting are those whom you provide URLS and links to.
Not to trivialize what you're trying to do, but redlinks are usually seen as a "request to make a page". In other words, many consider then as useful fo growing their wikis.
