The text effects on Discussions are made with CSS. Currently there are bold and italic. Strikethrough effect is actually possible in CSS with

text-decoration:line-through;

but this effect is not available on Discussions.

The effect you're talking about uses special Unicode combining characters.

So, do you want to add this background to the Stub template on this article specifically, or for any pages?

You also simply can do something like that:

Either they remove it and you apply CSS directly in the navboxes by yourself, or you ask for creating new styles for new navboxes.

Once again, as a mod, it is relevant for you to ask for admin rights eventually or at least for the admin does the modifications you need.
