The badges plugin is just what it is at this point. Fandom was never the author of that code, and the original upkeepers have abandoned it. So at this point whatever still works is what we've got.

Your pic looks to me like a Pixar character. I'd recommend doing a hard refresh (ctrl+F5) to clear the cache and seeing if that helps.

Those two statements don't really work together.
Also technically while the ToU says you may not solicit information from any user under the age of 18, a person under the age of 13 is technically not considered a "user", since them having an account is a violation in and of itself. So it'd be a gamble that you make. Ask the person their age, if they're under 13 you win, but if they're over 13 and under 18 you run the risk of being blocked yourself for violating the ToU.
TLDR, you shouldn't take that gamble.
The quick answer to your question is: No
A user cannot be globally blocked for being underage... just because they "seem" like it.
Now, you locally can block them on your wiki for plagiarizing an entire Wikipedia article, but there's no action that the global community can take.
