Generally speaking, no. Check to see if copyright is expired.
What is the status of mobile viewing? The Mobile View is a little lackluster and could use some genorosity in development. Easier navigation could work very well. In addition, there could be an easier way to switch from mobile to desktop viewing, instead of requiring the individual to scroll down to the bottom.
I just checked the deletion log and no pages was deleted. Is it possible you confused it with another,but similar, wiki? other than that, send a message.

Staff has a good amount of control but communities have their share.

I think we both are misunderstanding each other.
I prefer the limit to be part of a block while you prefer a limited user group instead of using the block function.
for example, im an admin on several wikis. I can easily remove my admin group and not be an admin anymore. That is what im talking about.
HOnestly, if would have to be a separate block function reserved for admins.
