I would imagine, a good write-up about the wiki including links and why new users should join. Include the topic, and how users could contribute and some high energy. Not just minimal effort.

Many wikis are abandoned or have been left to discussions only. Though, I would not think that is a reason for it to be off-topic.
I think it would be pointless for wikis to have the topic of being off-topic, so I doubt it. Although I have seen wikis with off-topic sections. Such as the BTS wiki.
No, CC is for fandom related issues and support.

Each wiki has their own notifications/annoucements/discussions etc.
It was likely a ToU violation, as Fandom staff would only be involved then.

It's a known issue, fandom staff are working on a fix. A work around is going into your profile first and then checking your notifications.

Btw, just to be sure, do you have a separate fandom account? Or are you logged in with another account? Such as a Google account, playstation account etc. Because you need a separate Fandom account.
