Fandom has previously stated AFAIK that they won’t be offering skins like that. Consider that any additional feature or change would have to be set up for every officially supported skin, which is why they stick to the one.
You can use dev wiki scripts to make your layout look like some previous skins, with some accommodations for new features. Keep in mind you can only use these for yourself:

Actually, if you're using Source Editor, you can add the behavior switch
__NOEDITSECTION__
to hide the edit buttons for sections, even on pages that you are able to edit.
This does NOT remove the ability to edit the page or the main Edit button. Generally, this should only be used on things like the home page or policy pages, where nobody needs to see an edit button on sections. For regular articles, it's best left there since editing per section can be useful.

I had this problem on a wiki I’m on before; turns out Fandom uses the first image on an article that is at least 120px by 120px. Ended up being the solution to a few other wikis I knew having a similar issue too. If the first image isn’t that large then that may be why.
Custom sitewide JS ("custom" as in that the wiki admins can write it, not just import it from the dev wiki) has never been a default in any time recently IIRC, it's always needed request. You can only use ImportJS page if not enabled.
Is custom Javascript enabled on the wiki? You have to contact Fandom to request it enabled. Javascript related pages won't be editable otherwise.

Typically, wikis that have an autoconfirmed lock on discussions have requested it from Fandom or been given it by Fandom by their suggestion due to having a large amount of problems with block evasion and/or sockpuppets.
If you're aware that you bypassed, then you bypassed, you know what you were doing.
If a wiki disallows it, then you can't do it. Some wikis are ok with swears, others are not, you have to follow the rules of the wiki you're on.
Then you will see no help. Fandom support will not help you get back in contact with someone they blocked from talking to you for very good reason. It'd be best to drop the matter.
People here have not at all been "judging" your relationship... they've simply been telling you that this is textbook groomer behaviour and they will not help you find someone trying to hurt you. You're being told the same thing because every single one of those people has been trying to warn you because they know it's a huge danger to you and your relationship isn't what you think it is.
If so many people are telling you the same thing, please consider listening to them, or at minimum, consider why every single person you talk to on here is telling you the same thing. Fandom blocked them for a reason.

Them claiming to have an alter as a minor your age is a common grooming tactic from predators, similar to them roleplaying or straight-up catfishing. That's also literally not how systems/dissociative disorders work either, mind you, so that should be a red flag as it is.
They are a biological adult, if you ever met them IRL you would be in a relationship with an adult body. No amount of them claiming to be your age would change that the person behind it is an adult; mentally, physically, legally.

Reviewing your post history, seems like the unconventional part and "complication" is that you're a minor, and they're an adult that groomed you. Something law enforcement should absolutely be involved in.

If it is something truly related to a "life or death situation", such as someone's life actually being in danger, I'd take that it's something that is probably not something you would be able to request legally, and especially something you should be taking up with law enforcement, not by yourself

There were two major wikis that covered "hundreds of xenogenders and other less well known identities". Both of them moved most of their content to Miraheze IIRC, but message wall data would not have been persisted because message walls as they are on Fandom are unique to Fandom (and I believe they are not part of database dumps for this reason). The content you're looking for is likely deleted and irretrievable.
There were multiple LGBTQ wikis that were redirected to the current one. Some of them are gone, others left Fandom. Either ways, and regardless of which specific one you are thinking of, you won't be able to contact them here.
An IP block is based on your internet connection. It'd be reasonable to assume you are on the same internet connection as your sister and therefore it applies to you if they have been IP blocked.
If after 24 hours you are still IP blocked, or if the block message (try editing any page on that wiki, not try to post on Discussions to see it) suggests the IP itself is blocked for more than 24 hours, it is likely a manually placed block on the IP since someone using your internet connection committed a serious offense on the wiki, such as trying to make numerous alt accounts to evade blocks.
Fandom has to issue these blocks for the AM Wiki admins, so you may be able to contact Fandom to have the IP block lifted if you can make enough of a case that you aren't the same person that was intended to be IP blocked.
However, they may decline if what your sister was doing was severe enough that they can't lift the block out of safety concerns, or if they do not believe you are a separate person (it's relatively common for those IP blocked, especially for block evasion, to make a new account and claim to be a sibling in the same house to get the IP block lifted to continue evading).

MessageBlock is a script for custom JS use only pretty much, but it's rather easy to get it enabled if you just ask Fandom support for it.
