Yes, raiding is against the Terms of Use. Feel free to report users once you notice them actually raiding. Saying/threatening that they are "going to raid" is not against the Terms of Use though, reporting that is useless as often those are empty threats. Spam, as noted in the reply above, usually has nothing to do with raiding or raiders.

The templates is marked as a notice template, which don't appear on mobile. You can change it to another template classification.
For the record, do not make an alternate account. That is ban evasion and against the Terms of Use. That is a global offence and could get your account blocked for longer. Also do not appeal for your friend. They are the only one who can appeal the block - the block reasons and details are only shared between the blocked user and staff.

What exactly "is not working"? If your device crashes when you try to enter a wiki url, that's on your device. You should not be able to change the wiki name and the active days in the adoption form; they are not editable.
