Community central doesn't have a rules page like most wikis, instead we have https://community.fandom.com/wiki/Community_Central_Guidelines which doesn't have individual rules listed.
I'm not here to agree or disagree with the rule, just to enforce it, and it's this wiki's rule, not fandom's rule, I think some wikis allow some swearing.
That sounds more like it would be for users who have been on fandom for a while, not for brand new accounts, so I think I should be fine to not mention that, tho that quote does sound like it's not required to do so. Also, if you never plan to use that account again, and you don't want to keep it, you can close it if you want.

Please watch your language, and having more than one account is allowed (socking is only when you use an alt (or alts) to do something like bypass a block), tho it's generally a good idea to stick to one account. You can also rename your account as well/instead.
I've alerted staff about it, so I'm going to lock this thread in the meantime, if you or a person/user you know is feeling unsafe with themselves, you need to get help, such as calling your local emergency number or another number listed on https://c.fandom.com/Help:SPR .

Notifications not working on Discussions is a known issue.
OasisRevived won't work on Discussions, it's not part of MediaWiki intentionally, and therefor as part of that, doesn't load any custom JS or CSS. Also, OasisRevived won't immediately work on Discussions due to Discussions not having the same page structure as the wiki (it would need to be updated to support it). Notifications not working on Discussions is a known issue.
Some browsers don't like special characters that other languages use, and therefor you might need to support those too, see the comment at the top of https://dev.fandom.com/wiki/MediaWiki:Highlight.css for an example.
Late reply, but for the record, if you try to edit a page, you'll get a block notice that includes info like your block ID (which is something you should include in your message to staff) and stuff like your block length
COPPA does not ban all kids under 13 from the internet or etc, it just controls how companies have to handle children's data, and most companies choose to just not deal with it rather than having to get parental consent, keep records of it, etc, etc. See https://community.fandom.com/wiki/User_blog:Semanticdrifter/Updates_to_COPPA for more info.
If I remember correctly walls use %20 for spaces so you'll need to include that too, as well as also html encoding for browsers that don't support stuff like accents.
