Just leave the wiki. While the bureaucrat isn't actually breaking any rules, being part of a toxic community is detrimental for your mental health.

Start now, since, well, you are going to do it later anyways. Its not like anything is on the wiki anyways, because, as you said, the wiki is 7 years old and all articles are stubs.
Its an old issue, dating back to 2015. The admin wants the /d board to have some standard and not just a chatting place.
Abuse filter does block admins as well. As said, we cannot act on the information provided, and you should go to Special:Contact
AFAIK, there is no restriction on admins from editing user comments; you can spez them, without any restriction. I believe the best way would be to contact Special:contact

Yes, the discussions show it as MMDD format for me as well
