Going to answer because I know a bit what's going on behind this.

Sadly we got lots of spambot attacks and they were using these VPNs. That's how you got this block message: to say the VPN in question is not safe to use for now :(

You'll have to use either a VPN that has not been contaminated yet by those spambots, either find another solution, sorry :/

Does the "Restricted-Login Exempt" user right bypass all IP range (g-)blocks even when users are logged-in?

If so, you could also try customer support to request this particular right if your current IP address has been affected by this issue.
