How do you create special pages?

I’m trying to create a special page (by entering what I want the page title to be in the browser) and it keeps bringing up this, are creating special pages impossible?

You cannot create special pages. That's why they're called like that. ;)

Special pages are a special namespace used by the MediaWiki software for tools and reports.
