Ehm, technically not harassment but it is a type of trolling/toxicity and should be stamped out whenever it raises its ugly head.

If people have negative things to say the least they owe is to say it to someone's face, repeatedly talking about someone behind their back can be seen as a type of bullying (where they try to alienate someone from others) or a type of trolling (seeking a reaction from the person they are gossiping about).

If they've been warned to stop and they continue then it is a matter for Staff, as long as you have evidence of them doing so (staff don't accept screenshots nor do they act on gossip from off-site, even Discord channels related to wikis (which is a common loophole done by these kind of accounts).)

You also have to have evidence that the account was approached by the person and told to stop (it has to be done by the person, not a friend or such).

The moderators/staff on that wiki have warned him (though it was in the past, before now, he has a history with this) and told him to stop (recently) but he didn't so they got rid of his talk page permissions for the duration of his block (A week)
