I am trying to use this animated WebP, and while the file itself is fine, it doesn't seem to work when being placed in an article, instead only showing a white blank. I think it might be a site-wide issue.

Here's the ffmpeg command I used to convert it from the original video:

ffmpeg -i input.mp4 -loop 0 -vf 'fps=14,scale=-2:360' -an 'Car control WD2.webp'

Please don't reply with a dismissive "suggestion" to make it a GIF. It's an awful format that balloons a 10 second video to 25 times the original size while looking like utter garbage. I'm not going to use it.
