Depends on the level of rights you have. If you have temporary admin rights, you can only demote thread mods, rollbacks, and quick answer editors.

If you have admin and bcrat rights, you can demote admins, content mods, thread mods, rollbacks, and quick answer editors.

From my experience, the staff who handled my adoption, removed the inactive bureaucrats, though I’m not sure that’s something they do every time.
