They're not blocked, they only got their admin rights removed. So they should be able to get them back, actually.
This looks like another wiki with too many admins and bureaucrats, promoting and demoting (and blocking) each other (or new users) all the time. That's just not how the user rights management is supposed to be used.
We just had a similar issue here today where someone has given admin rights to a new user for no reason, and they instantly vandalized the wiki and deleted all posts.
Examples:
This user became a bureaucrat 2 weeks after they made their account.
This user was given admin rights 3 weeks after they made their account (reason: "that much posts will work" -> they have 15 posts).
The first thing they did only a minute after they became an admin was blocking other admins.
This user created their account 22 hours ago and is a bureaucrat. How??
And then people wonder when things like this happen...
