Yep. First you need to request that DiscussionsAbuseFilter be enabled on the wiki. After doing that, go to Special:DiscussionsAbuseFilter on the wiki. Click the Create New Filter button and make a filter that looks like the following:

Replace "Announcements & Updates" with the name of your discussions category and then save it.

Does Fandom just enable the Discussions Abuse Filter to any wiki asking for it?

They always have for me. The help pages on the AbuseFilters say you need active vandals, but I've never experienced this. If anything, they like to verify you know what you're doing, but I've never had a staffer ask if there was active vandalism or state that was a requirement. I've enabled it in a few wikis, and as long as I told them what I was going to do with it, why, and that I had some experience with the tool they've never told me no.
