However, most if not all of those messages for this specific thing can not be edited by local admins, but only by users with higher rights.

So either you had to request to whitelist them, or a staff member would have to do it.

In the case of the wiki mentioned above, this was done over 10 years ago, so perhaps the list of whitelisted messages was different back when that wiki was created.
