Yes, it's possible and often done actually.

But an IP is not a user, or even one user. Users also can bypass IP ban by using VPN.

Someone => no

IP ≠ someone

IP ≠ a user

IP ≠ a device

Therefore:

IP bans also shouldn't be infinite because like Oot said, IPs are not users and they can change.
